Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The following was observed in the facility:
-A bleach bottle was on the counter in the kitchen. This is within easy reach of the children. The children only have access to this when transitioning to outdoor play otherwise the area is blocked off. Please correct by May 2, 2023
-A shelf was not anchored to the fireplace. This is a repeat contravention from inspection # CLAN-BLRQQC
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: The emergency supplies were observed. No food and water was observed in the emergency bag. In discussion the Licensee stated she needs to replace the items.
Corrective Action(s): Please ensure to have sufficient emergency supplies to be prepared in case of an emergency.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: The record of fire drills was observed. Fire drills were not recorded for the months of June 2022, March and April 2023. In discussion with the Licensee she has practiced the drills but not recorded the drills. This is a repeat contravention from inspection # CLAN-C3VS3B
Corrective Action(s): Please ensure to record fire drills after they are completed to comply with the legislation.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: The children's records were reviewed. One record was missing an emergency contact other than the parent. This is a repeat contravention from inspection #CLAN-BLRQQC
Corrective Action(s): Please ensure the children's records are complete

Comments

At the inspection dated May 2, 2023 there were 6 children, and the Licensee was present. At this inspection the above noted contraventions were identified. Please correct the above noted contraventions by May 16, 2023 unless otherwise specified in the report. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Licensee.

The following information was discussed:
-The reportable incident reporting procedure.
-The current cleaning protocols that are in place
-Preventing lead in the water
-Adding supplies to the first-aid kit
-Ensuring climbers are 6 feet away from fencing
-The maintenance plan that is in place for the facility.
