Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following during the inspection:

Inside the facility:
-several shelves in the classroom were not anchored to the fireplace. This could present a potential falling hazard
-the Licensee was using one bottle of bleach for both the washroom and the the kitchen. The potential for cross contamination was discussed.
-mould was noted on window sill in the washroom and on the window in the sleeproom

Corrective Action(s): Please ensure a healthy and safe environment is provided at all times to the children in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During the inspection the tables were missing paint and showed signs of wear. This can make the tables difficult to clean and disinfect.
Corrective Action(s): Please ensure the furniture is in good repair

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11160 - CCLR s.16(3)(a) - A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation: During the inspection the outdoor play area was observed.

Licensing noted the following:

-the deck and the wooden fencing was rotting in some areas. This could cause a potential splintering hazard.
-areas of the fence were leaning on an angle. In discussion with the Licensee the serious risk to children was discussed. Licensing recommended providing active supervision to ensure that the children do not play in the area where the fence is leaning until it is repaired.
-the deck had peeling paint and the wood was exposed. This could cause a potential splintering hazard.
Corrective Action(s): Please ensure the outdoor play area is safely constructed and free from hazards

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: During the inspection licensing observed the following:

Inside the facility:
-a chemical cleaning product was located under the sink in the washroom. Various chemicals and personal products were located in the closet beside the washroom, Many cleaners and chemicals were located under the sink. These were within easy reach of the children and could cause a potential poisoning hazard.
-Vitamins were accessible to the children on the counter. Therse were within easy reach of the children and could cause a potential poisoning hazard.
-rust was noted on a heating vent in the washroom. This could cause a potential health hazard.

Outside the facility:
-a rusty metal bar was located on the ground. This could cause a potential health hazard.


The serious health and safety concerns were discussed with the Licensee. The Licensee will place locks on all of the cupboards and move the hazardous objects and substances to an area outside of the children's reach.
Corrective Action(s): Please ensure children do not have access to any objects or substances that are hazardous to their health.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: During the inspection the water temperature was measured as 54.9 degrees celsius. This is a repeat contravention from inspection # DCHG-AVZV7V. This was corrected during the inspection.
Corrective Action(s): Please ensure the hot water accessible to children is heated to no more than 49 degrees celsius to comply with the legislation.

POLICIES AND PROCEDURES: 13030 - CCLR s.22(3) - A licensee must display a copy of the fire drill system in a prominent place in the community care facility.
Observation: During the inspection a copy of the fire drill system was not posted in the facility
Corrective Action(s): Please ensure a copy of the fire drill system is posted in a prominant place.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Eight out of eight children's records were reviewed. Four parents did not have an emergency contact other than the parents. This was discussed with the Licensee.
Corrective Action(s): Please ensure the children's records are complete.

Comments

At the inspection dated Feb 13, 2020 there were 7 children and the Licensee was present. At this inspection the above noted contraventions were identified. Please ensure a written response addressing the above noted contraventions is submitted to licensing by Feb 27, 2020. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· Removing items from the first aid kit that have a drug identification number (DIN) as a medication authorization form is required to be signed prior to application
· Active Supervision
· Lead in the Water

This report was reviewed with the Licensee prior to signing.
