Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were reviewed for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation (CORRECTED DURING INSPECTION): During inspection Licensing noted that areas of the naproom had holes in the drywall which children could access.
This had been previously noted on inspection report # KSEY-B2JNZA.

Licensee had corrected this violation previously but the patch had been removed.

During inspection Licensee covered the exposed areas.
Corrective Action(s): Ensure areas of exposed drywall remain covered to prevent children from access the material.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): During inspection Licensing noted chemicals being stored both in the unlocked cupboard under the washroom sink as well as in an area beside the toilet in the washroom which placed them in areas accessible to children.

During inspection Licensee removed the chemicals from areas accessible to children.
Corrective Action(s): Ensure children do not have access to hazardous materials.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation (CORRECTED DURING INSPECTION): Licensing reviewed the sign in/ out sheet and noted that each child's time in/ out is recorded on an individual page.

During inspection Licensee noted all children's time of arrival.

In order for emergency personnel to easily be able to determine how many persons are in care, as well as their names, Licensing recommends that all of the children are listed on the same page.
Corrective Action(s): Ensure sign in/ out sheet is completed throughout the day to accurately record when children arrive and depart.

At the inspection dated June 12, 2019 there were 5 children and 2 staff present.
At this inspection the above noted contraventions were identified and corrected by the Licensee at time of inspection.
* During inspection it was noted that there are some days when there are 5 children under the age of 4 years in care. This would be a violation of section 34(2)(a) of the CCLR. Licensee stated that they will apply for a Temporary Placement to allow them to temporarily provide care to 5 children under the age of 4 years.
During inspection children were engaged in free play in the outdoor area. Licensing noted staff were interacting with the children while they were engaged in activities.
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
