Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were reviewed for compliance.

Contraventions
Previous Inspection - Contraventions observed on FIR #KSEY-B4WSZL have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: During inspection Licensing noted that the current manager's name is not posted on or near the licence.
Corrective Action(s): Ensure manager name is posted on or near the licence.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: During inspection Licensing reviewed the posted "Personnel Files-BPP" sheet and noted that 2 staff currently employed at this facility are not included on the list.
Corrective Action(s): Ensure this staff documentation list is accurate as it is the tool used to show that all of the required documents are on file at the head office.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: During inspection Licensing reviewed the fire drill log on-line and noted that the fire drill was not recorded for the past 2 months.
Corrective Action(s): Ensure emergency drills are recorded as proof that they were conducted.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: During inspection Licensing randomly reviewed 6 children's files and noted one child is missing their doctor/ medical clinic information.
Corrective Action(s): Ensure doctor/ medical clinic information is on file for this child.

Comments

At the inspection dated Aug 1, 2019 there were 15 children and 4 staff present. At this inspection the above noted contraventions were identified.
Licensee to send an email to Licensing once required documentation is on site.
During inspection children and staff returned from a field trip to a Chinese Garden, children then engaged in free play, had snack etc.
During inspection Licensing observed staff interacting with children while they were engaged in activities, giving warnings before times of transition and assisting with problem solving when necessary.
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
