Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). The following areas were reviewed for compliance: Physical Facility, Staffing, Care & Supervision, Hygiene & Communicable Disease Control, Records & Reporting and Policies & Procedures. LO reviewed and discussed COVID-19 prevention strategies with the Manager.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation: LO observed and discussed with the manager on site today:
Plastic booster seats used by all children during meal/ snack time were not securely installed. LO discussed about following the manufacturer's instructions and be aware of other safety precautions when using booster seats, including recommended age, weight and height limits.

Corrective Action(s): Please ensure that any equipment used by children are safely constructed, free from hazard and in good repair.

STAFFING: 12160 - CCLR s.20(1) - The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation: CRC was not obtained for an individual who is ordinarily present on the premise.
Corrective Action(s): Please ensure that CRC is obtained for anyone over the age of 12 to be ordinarily present on the premise.

RECORDS AND REPORTING: 19050 - CCLR s.56(1)(f) - A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation: There was no log of minor accidents, illness and unexpected events involving children, that did not need medical attention and were not reportable incidents described in Schedule H. LO learned that it is facility's practice to notify parent verbally when child becomes ill or gets injured while in care. LO discussed about regularly documenting on the logbook for current records.

Corrective Action(s): Please ensure that all children's records are current and complete.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Two children's files were reviewed; one child's immunization status information was not available.
Corrective Action(s): Please ensure all children's files are complete.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Two children's files were reviewed; Dr's information for both children were missing.
Corrective Action(s): Please ensure all children's files are complete.

Comments

At this inspection dated July 9, 2020 there were 4 children and 1 staff present. At this inspection the above noted contraventions were identified. Licensee is required to provide a written response by below date, including how areas found to be in non-compliance are addressed. The contravention noted in this report were reviewed with the manager during today's inspection. This inspection report was completed off site (0.75 hr) and emailed along with the Risk Assessment to the facility on July 10, 2020.

LO observed and discussed the following with Manager on-site:
- Cleaning Spray Bottle (bleach and water): to have an extra spray bottle within the kitchen and/or main play area to avoid any cross-contamination and to make sanitization easier after each meal/ snack time.
- Bleach and Water Bottle Solution: to refer to provided resource from BC Ministry of Health, re: cleaning and disinfectants for public settings. To properly measure and mix the solutions, i.e. 10 ml bleach to 990 ml water. This cleaning spray bottle should be labelled and kept out of reach of children at all times. LO discussed about using child proof safety latches when storing these item and other cleaning supplies within the facility's storage closet. When using store bought cleaning products, please follow the manufacturer's instructions.
-Sunscreen: safe and hygienic sunscreen application must be practiced with children to avoid any cross contamination and to prevent the spread of germs.
-Continue to monitor and maintain proper sanitization for all high-touch surfaces, toys and equipment including any soft and porous materials used in the facility; such items still need to be properly cleaned and disinfected by laundering in a washing machine with hot water and dry in a clothes dryer on a hot cycle if children are using them.
- Fire Extinguisher: manager is aware of upcoming service date; LO discussed about location of the fire extinguisher. LO recommended to safely mount the fire extinguisher close to the main exit with the top of the extinguisher no higher than 5 feet from the floor.
- Log book: discussion was had to start a log of minor incidents, illness and unexpected events involving children not requiring medical attention and that are not reportable incidents described in Schedule H.
- First Aid Kit: to remove all expired items with DIN #; a further discussion was had about requiring parent’s permission before using any items with DIN # on children. Mild soap and water can be used to clean any minor cut and/or scrape. LO discussed about replenishing the supplies.

-Respiratory, Personal and Hand Hygiene
-Precautions and Practices for Sick Children
-COVID-19 Safety Plan as per Order of the Provincial Health Officer ( see WorkSafe BC Protocols for Child Care)
- Reportable Incident Bulletin and Forms
- Medication Administration Consent Form
- Child Immunization Status Declaration Form

LO provided the Resource Package for Child Care Facilities COVID-19 Prevention, including:
-Educational Hand Washing Posters
-Health & Hygiene Practices ( Handwashing, Cough and Sneeze Etiquette)
-Cleaning and Disinfecting in Childcare Setting
-Guidance in the Selection of Cleaners, Sanitizers or Disinfectants for Public Settings
