Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:

· Licensing
· Physical Facility
· Staffing
· Policies and Procedures
· Care and Supervision
· Hygiene and Communicable Disease Control
· Medication
· Program
· Records and Reporting

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #EGAU-AHVR8E have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: Licensing was made aware that a staff member who does not have I/T ECE certification has been opening or closing over the last few weeks. It was clarified that the staff member had completed their education and is waiting for the I/T ECE certification to come in the mail. Licensing explained that an exemption would need to be approved from Licensing in order for this staffing plan to be implemented.
Corrective Action(s): Please ensure appropriate staff qualifications per Schedule E of the CCLR.

Comments

The following was discussed with staff today:

Safety measures around the use of hot beverages while on site. The manager advised that hot beverages are kept out of the reach of children. Licensing advised that only lukewarm beverages be kept in the classroom and hot beverages in the kitchen.
