Introduction

An unscheduled routineinspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance with the exception of -the school age program and viewing the emergency supplies.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: During the inspection it was observed that the previous Manager's name is still posted inn the facility. Corrected during inspection.
Corrective Action(s): Please ensure the current Manager's name is posted in the facility.

LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: The certificates for the staff were observed. Three staff certificates are missing.
Corrective Action(s): Please ensure the certificates of any educator or assistant are posted in a prominant place in the facility.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed two poison traps in the hallway in the school age area. This may be a cause for concern if children are left unsupervised when using the washroom.
Corrective Action(s): Please ensure no hazardous substances are accessible to children.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: Eight staff records were reviewed. The following items were missing from the staff records:
-one Certificate verification . Repeated contravention
-one reference date for each staff member. Repeated contravention
-one complete staff file

In addition one Criminal record check (CRC) was present but not site specific. A form documenting the aplication to the criminal record review board was noted.

CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: During the inspection one of the staff's children was present in the group child care program. The child is 11 years old and currently registered in the schol age program. The school age program is operated in a different room in the facility. The staff stated the child was present for personal reasons. When another staff arrived 45 minutes later the staff member left with her child. This was corrected during the inspection.
Corrective Action(s): Please ensure children are divided into groups according to Schedule E of the child care licensing regulation.

RECORDS AND REPORTING: 19051 - CCLR s.56.1(2)(a) - A licensee must keep (a) a copy of the written statement, referred to in section 19 of the Act, that the licensee delivers to persons who prepay part of the cost of services
Observation: The repayment policy was reviewed. A statement outlining the return of prepayment for the cost of services is not included. One example is when parents pay with post dated cheques (as required in the policy) and they decide to withdraw early from the program.
Corrective Action(s): Please ensure a statement outlining how prepayment for the cost of services will be returned in the event that a child withdraws from the program.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Nine children's records out of 28 records were reviewed. One child was missing immunization status.
Corrective Action(s): Please ensure children's records are complete.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: The attendance records were reviewed for the month of December for the Group child care and the school age program. At 9:45 when licensing arrived for the inspection 9 children were signed in but 12 children were present. In addition when reviewing the attendance records 4 departure times were not recorded for children in the school age program.
Corrective Action(s): Please ensure attendance records are complete.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Nine children's records of 28 records were reviewed. One child was missing a medical practitioner.
Corrective Action(s): Please ensure children's records are complete.

Comments

At the inspection dated January 31, 2019 there were 20 children and 3 staff present. At this inspection the above noted contraventions were identified were identified. Please ensure a written response is provided to licensing by February 14, 2019 identifying how the above noted contraventions have been corrected.. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
