Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance with the exception of the school classroom which is no longer being used.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection the following was observed inside the facility:
-an art shelf was not anchored to the wall
-two electrical outlet covers were missing

Corrective Action(s): Please ensure a healthy and safe environment is provided at all times

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing obsered the following during the inspection:
-paint chips were noted and the laminate was lifting off of the cubbies
-the caucking in the washroom sinks was cracked and the sink is starting to lift away from the wall. This is a repeat contravention from inspection # CLAN-B9DR8Y. In discussion with the Manager she stated the work was completed last year but it cracked again. A permanant solution was recommended to address the concern.
Corrective Action(s): Please ensure the facility is in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: During the inspection the follwing was observed inside the facility:
-glass cleaner was under the sink. Please correct by March 6, 2020
-rust was noted on the heaters in the washroom. This could cause a potential health hazard. Recommendations for fixing the rust was discussed.
Corrective Action(s): Please ensure the children do not have access to any object or substance that are hazardous to their health.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Ten children's records were reviewed. Two children's records were missing their gender and one record was missing a child's immunization status.
Corrective Action(s): Please ensure children's records are complete

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Ten children's records were reviewed. One child was missing a date of enrolment.
Corrective Action(s): Please ensure children's records are complete.

Comments

At the inspection dated March 5, 2020 and March 10, 2020 there were 37 children 4 staff and the Manager was present. This inspection was completed on March 5, 2020 and the report was reviewed with the Manager on March 10, 2020. At this inspection the above noted contraventions were identified. Please submit a written written response to licensing by March 24, 2020 identifying how the contraventions have been corrected. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· Active Supervision
· Lead in the Water
· Several items in the first aid kit had a Drug identification number (DIN). Items with a DIN or a natural product number (NPN)
require a signed permission form prior to application.

The following resources were provided:
· Reportable Incident Bulletin
· Reportable incident forms

In discussion with the Manager she stated that the program no longer uses classroom 5 located in the school. The Manager or Licensee contact will submit an amendment to amend the license to reflect this change in capacity. The forms will be sent to the Licensee contact.

This report was reviewed with the Manager prior to signing.
