Introduction

An unscheduled routine inspection was conducted on November 30, 2022 to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All care categories were reviewed for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Upon inspection there was 1 staff's purse accessible to children in care and a large air conditioner on a shelf that posed a fall hazard, in the event of an earthquake.
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation (CORRECTED DURING INSPECTION): Upon review of the staff files, 1 staff certificate had not been verified by the ECE registry.
Corrective Action(s): Please ensure the staff files are complete.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation (CORRECTED DURING INSPECTION): Upon inspection 5 children's records did not have an enrollment date recorded.
Corrective Action(s): Please ensure children's files are complete.

RECORDS AND REPORTING: 19140 - CCLR s.57(2)(h)(i) - A licensee must keep, for each child, a record showing the following information: (h) any special instruction respecting the child's diet, medication, participation in a program of activities, or other matter relevant to the child's care, (i) given by the child's parent to the licensee in writing.
Observation: Upon review of a child's file, 1 care plan had not been developed.This is a repeat contravention.
Corrective Action(s): Please ensure a care plan is developed if needed.

Comments

At the inspection dated November 30, 2022 there were 17 children and 3 staff present. At this inspection the above noted contraventions were identified. The Licensee will provide a written response to Licensing.Licensing will review the response. As part of this Inspection a Facility Risk Assessment was completed and a copy was provided.

Licensing conducted a walk-through of the entire lower facility.
