Introduction

An unscheduled routine inspection was completed to assess compliance with the: Community Care and Assisted Living Act (CCALA), the Residential Care Regulation (RCR), and the relevant Director of Licensing Standards of Practice (DOLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records, and information provided by the facility staff at the time of inspection.

Care systems reviewed during inspections include:

· Hygiene and Communicable Disease Control

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 32320 - RCR s.68(4) - A licensee must ensure that all employees comply with the policies and procedures of the medication safety and advisory committee.
Observation: Upon review of the PIC's medication files, PRN's given have not had their effectiveness recorded on all 5 occasions
Corrective Action(s): A licensee must ensure that all employees comply with the polices and procedures of the MSAC

CARE AND/OR SUPERVISION: 34780 - RCR s.82 - A licensee must ensure that the care and supervision of a person in care is consistent with the terms and conditions of the person in care's care plan.
Observation: Upon review of the PIC's care plans and bedrooms, bed rails are being used without consent from the PIC's representative or physician. The care plan for a PIC that has been in care for over a year has not been completed.
Corrective Action(s): A licensee must ensure that care of a person in care is consistent with the care plan

HYGIENE AND COMMUNICABLE DISEASE: 35040 - RCR s.63(1) - A licensee must ensure that all food is safely prepared, stored, served and handled.
Observation: upon observation of the kitchen fridge, Raw meat being thawed was placed on top of a PIC's left over pizza. Salad had then been placed on top of the raw meat.
Corrective Action(s): A licensee must ensure that all food is safely prepared, stored served and handled.
