Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Contraventions
Previous Inspection - Contraventions observed on FIR #EGAU-B8GSUE have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Licensing reviewed 5 staff files and observed that character references were missing for 2 staff.
Corrective Action(s): Please obtain from each staff, a minimum of at least 2 character references prior to employment.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: Licensing reviewed 5 staff files and observed that record of work history was missing for one staff.
Corrective Action(s): Please obtain a resume from each staff prior to employment.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Licensing reviewed 5 staff files and observed that record of immunization status was missing for one staff. The manager advised that the staff was provided with the form and is waiting for it's return.
Corrective Action(s): Please obtain from each staff a record of immunization status prior to employment.

RECORDS AND REPORTING: 19060 - CCLR s.57(1)(a)(b)(c) - A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).
Observation: It was identified that a child with a care plan no longer requires the medication. However, this information was not updated on the registration form.
Corrective Action(s): Please ensure current records.

Summary of Inspection

At this inspection the above noted contraventions were identified and Licensing provided dates for compliance. Licensing is requesting a written response by December 10, 2019 advising how the contraventions have been addressed.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
