Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing of Practice (DLSP). All categories of care were inspected for compliance.

Contraventions

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The walls in few classrooms in the facility had chipped paint.
Corrective Action(s): Manager said they are going to re-paint the walls.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: During the inspection licensing observed the following:
- Staff did not encourage or instruct children to wash hands after changing their diapers. The staff was observed to use a Huggies wipe to wipe the children's hands and face.
- Staff did not sanitized the change table between children being changed on the change table.
Corrective Action(s): Manager will speak to staff about hygiene and sanitization practices.

MEDICATION: 16010 - CCLR s.53(1)(a) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation: There was no administration record of medication given to a child. Staff administered medication without marking the task on the medication administration form.
Corrective Action(s): Ensure medication is administered according to the parent's direction and is marked down accordingly on the medication administration form.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: During the inspection licensing observed the following:
- children were not signed out on a few days in the Rainbow classroom
- children were transfer from one room to another but it was not marked on the attendance sheet.
Corrective Action(s): Manager will change the format of the sign in sheet to clearly reflect the transfer of the children from one classroom to another.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: During the routine inspection licensing reviewed 12 children's files and 8 children's files were missing a photo or digital image.
Corrective Action(s): Manager will speak to the staff and ask them to take pictures of the children in their classroom and add them to the emergency cards.

Comments

At the inspection dated April 25, 2024 there were 89 children, 18 staff, manager, director, 2 support workers and 1 practicum student present. At this inspection the above noted contraventions were identified. The licensee is required to address the contraventions, bring the facility into compliance, and provide a written response to Licensing by the date written below. Licensing will review the response.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following was discussed:
· Clear classroom responsibilities for staff in each classroom.
· Following the care plans for children requiring extra support
· Maintaining the rocks in the playground
