Introduction

An unscheduled inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: Licensing observed children eating snack outside, and again when entering the multi purpose room indoors - no hand washing took place before or after food consumption. This was also noted during the previous routine inspection.
Corrective Action(s): Please ensure staff model and instruct children in healthy hygeine practices in order to promote children's health and health habits.

RECORDS AND REPORTING: 19320 - CCLR s.59(a) - In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation: The following policies were not available, or have not been developed: Nutrition, Active Play and Screen Use Policies.
Licensing reviewed staff files and noted there was no file available for one staff member currently working at the facility.
Corrective Action(s): Please ensure the records referred to in sections 56 to 58 of the Child Care Licensing Regulation are kept in a single place at the community care facility.

Comments

At this inspection dated February 13, 2020, there were 23 children and 3 staff present. At this inspection, the above noted contraventions were identified.
The following was discussed with staff:
- Developing a system to ensure emergency supplies are updated and current
- The practice of ensuring safe eating habits
The manager is to correct the contraventions by the dates indicated, and provide a written response to licensing.

As part of the routine inspection, a Facility Risk Assessment Tool is completed and a copy is provided.
The following education/resources were provided:
· Incident Reporting in Child Care Facilities Bulletin
· Fraser Health: Guidance in the Selection of Cleaners, Sanitizers or Disinfectants
