Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
STAFFING: 12160 - CCLR s.20(1) - The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation: 1 persons over the age of 12 ordinarily present did not have criminal record checks completed.
Corrective Action(s): Ensure that each person over the age of 12 has a current criminal record check. Please provide a plan on how you will ensure the safety of the children in care until the criminal record check is received.

CARE AND/OR SUPERVISION: 14060 - CCLR s.39(1) - A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
Observation: It was observed that the Licensee left children outside with water play to help a child in the bathroom.
Corrective Action(s): Ensure that children are supervised at all times.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: It was observed that the children washed their hands, returned to play and then began to eat without washing hands again. It was discussed the importance of washing hands prior to eating. It was also observed that the table the children ate lunch at was not washed and sanitized prior to eating.
Corrective Action(s): Ensure that the rules of health and hygiene are practiced.

RECORDS AND REPORTING: 19320 - CCLR s.59(a) - In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation: The employee files were unavailable for review.
Corrective Action(s): Ensure that all records referred to in section 56-58 are kept in a single place in the community care facility.

Comments

Summary of Inspection
At the inspection dated June 25, 2020 there were 4 children, 1 staff, 1 person living in the home, and 2 guests present. At this inspection the above contraventions were identified. The Licensee will provide a written response to the Licensing Officer by July 9, 2020 and the Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. This inspection and the risk assessment were written off site and a copy was provided to the facility.
The following education/recommendations were provided:
· Increased sanitization procedures
· Facility cleaning supplies and products
· COVID-19 prevention strategies were reviewed and discussed.
· Active Supervision
· Hygiene Practices
