Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Contraventions
Previous Inspection - Contraventions observed on FIR #KCHG-AVRT3J have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12210 - CCLR s.23(1)(a) - A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation: During inspection it was found that the caregiver on the floor who was alone with the children did not have a valid first aid certificate
Corrective Action(s): Ensure children have access to an employee with a valid first aid and CPR certificate at all times

POLICIES AND PROCEDURES: 13100 - DLSOP Active Play - The Licensee must develop and implement an Active Play Policy to engage children in daily active play, consisting of un-facilitated play and facilitated games and activities.
Observation: During inspection it was found that there was no active play policy developed
Corrective Action(s): Ensure an active play policy is developed

POLICIES AND PROCEDURES: 13120 - DLSOP Active Play - The Licensee must develop and implement a Screen Use Policy to guide employees in the use of screen time activities.
Observation: During inspection it was found that there is no screen time policy developed. The Licensee stated they are not permitted screen time.
Corrective Action(s): Ensure a screen time is developed and available to staff and families

NUTRITION AND FOOD SERVICES: 17120 - CCLR s.48(6) - A licensee must make available to parents information on the food and drink given to children.
Observation: During inspection is was found that a schedule of the daily food provided to children was not present or available to parents
Corrective Action(s): Ensure information on daily food provided is available to parents

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: During inspection of 3 files it waw found that 1 file was missing date of enrolment
Corrective Action(s): Ensure all children's files are complete

Comments

At the inspection dated March 14 and 15, 2019 there were 2 children and 1 staff present. At this inspection the above noted contraventions were identified. Actions required by the licensee included here. As part of this routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· Active Supervision
· Lead in the Water
