Introduction

An unscheduled routine was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Staffing · Nutrition and Food Services
· Policies and Procedures · Program
· Care and Supervision · Records and Reporting

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year ‘historical’ review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #LJON-AEFTHY have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: The manager stated that there is a staff checklist that is provided to each facility at the beginning of the school year and that the facility has not received it for this school year. Last years list only represents the manager, but not the other 2 staff and the manager's information is no longer current.
Corrective Action(s): Ensure that records are current and up to date with each staff's information.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Review of children's records found that at least 1 child did not have a medical insurance plan number.
Corrective Action(s): Please ensure that children's record contain their medical insurance plan number.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Review of children's records found that at least 10 files did not have start dates. Discussion with the manager determined that the start date could be determined by flipping through attendance records, but eventually these would be archived.
Corrective Action(s): Please ensure that children's starts dates are recorded where the information will not get archived.

RECORDS AND REPORTING: 19140 - CCLR s.57(2)(h)(i) - A licensee must keep, for each child, a record showing the following information: (h) any special instruction respecting the child's diet, medication, participation in a program of activities, or other matter relevant to the child's care, (i) given by the child's parent to the licensee in writing.
Observation: Review of children's records found that one child requires an epipen and there are not instructions from the parents for the staff.
Corrective Action(s): Please ensure that the parents provide instructions for staff as signs and symptoms that the medication is required, how to administer it, and what to do after.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: Discussion with the manager determined that not all children's records contained a picture of them because the school year had recently started. The manager then took the pictures of 2 children.
This is a repeat contravention from last years routine inspection (inspection #LJON-AEFTHY).
Corrective Action(s): The expectation is that a picture be taken or provided by the parent on the day the child starts in the program.

RECORDS AND REPORTING: 19340 - CCLR s.59(c) - In respect of a record referred to in this Division, a licensee must (c) produce records, on demand, to the medical health officer.
Observation (CORRECTED DURING INSPECTION): The fire drills records and emergency evacuation drills were not available on the first day of the inspection.
Corrective Action(s): Records were made available on the second day of the inspection.

It is the expectation that all records be current and accessible on site from the first day of operating each school year.
This report was delivered to the hand in hand office instead of the facility which is why it was not signed buy the program manager.
