Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All care categories were inspected for compliance with the exception of the outdoor climber as this is maintained by the school board.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During the inspection Licensing observed the following:
-four small holes in the wall
-the caulking in the washroom sink was cracked and the sink is starting to lift away from the wall. This is a repeat contravention from inspection # CLAN-B9DR8Y and #CLAN-BMKSQ9. In discussion with the Manager she stated the work was completed two years in a row but it cracked again. A long term solution was recommended to address the concern.
Corrective Action(s): Please ensure the facility is in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: The following was observed in the facility:
- a cupboard containing a spray bottle with chemicals was accessible and at the children's level. This was corrected during the inspection.
-rust was observed on the paper towel dispensers in the washroom. This could present a potential health hazard.
Corrective Action(s): Please ensure children do not have access to any objects or substances that may be hazardous to their health and safety.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: During the inspection the water temperature was measured in the sink in the classroom. The children sometimes use the sink to wash their hands. The hot water was measured at 65.8 degrees Celsius. The serious burn risk was discussed. This was corrected during the inspection.
Corrective Action(s): Please ensure heated water accessible to children is heated to no more than 49 degrees Celsius to comply with the legislation.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: Licensing reviewed the policies and procedures. An active play and screen use policy was not present.
Corrective Action(s): Please ensure an active play and screen use policy are created, shared with families and implemented in the program

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Four files of 16 were reviewed. One date of enrolment was missing. This is a repeat contravention from inspection # CLAN-BMKSQ9.
Corrective Action(s): Please ensure children's records are complete.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: During the inspection licensing reviewed the attendance records. The attendance record was not completed on the date of the inspection. In reviewing the previous months attendance records, the arrival and departure times for individual children were not written. One arrow for all of the children for arrival and departure was written.
Corrective Action(s): Please ensure the children's attendance records are complete including the arrival and departure times for individual children.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Four children's records of 16 were reviewed. One record was missing a name and number for a medical practitioner or clinic and one was missing an emergency contact.
Corrective Action(s): Please ensure children's records are complete.

RECORDS AND REPORTING: 19320 - CCLR s.59(a) - In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation: During the inspection the staff qualifications information was reviewed. One of the staff working at the facility did not have their qualifications listed and their staff record was not located at the facility.
Corrective Action(s): Please ensure the staff qualifications information is complete.

Comments

At the inspection dated June 2, 2021 there were 16 children, and 2 staff and the Manager were present. At this inspection the above noted contraventions were identified. Please send a written response by June 17, 2021 outlining how the above noted contraventions have been corrected. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Manager.

The following education/recommendations were provided:

-The reportable incident reporting procedure.
-The current COVID-19 protocols that are in place
-Active supervision
-Please ensure a CPR mask is added to the first aid kit.
-Adding dates of reference checks and criminal record checks to the staff qualifications list.

The inspection findings were reviewed with the Manager at the inspection. Due to the COVID-19 pandemic the inspection report and the risk assessment were completed at the Burnaby FHA office. The report was written in 1 hour and this is included in the report. A copy of these documents were sent to the Manager.
