PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During inspection the following was documented:
1. In the kitchen, the sink that is used for washing dishes had food particles dried and stuck to the sides of the sink. Behind the sink and taps, Licensing observed a black substance. The counters had art materials, and a sticky substance adhered to them.
2. In the washroom, the faucet and sink were in need of cleaning. There was a black ring in the toilet bowl.
3. The floors in the program had dirt, and stains on them.
4. There was an overflowing litterbox in the rabbit cage. The rabbit droppings were overflowing onto the floor of the daycare.
5. A fort has been built in a large area of the daycare and the licensee has reported that it has been present for several days. The fort is difficult to supervise and does not allow for other children to play in that area of the daycare.
6. There is a hall way in the daycare that is blocked off by a water table. The Licensee has discarded toys and equipment along the walls of the hallway. If the table is moved to the side, children have access to this area and it poses a hazard for tripping.
Corrective Action(s): Ensure environment is healthy and safe for children

CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: During inspection on the morning of November 8, 2019, Licensing observed that 11 children were present in the daycare that is licensed for 8. A review of the daily attendance records and through conversation with the licensee, it was confirmed that there have been several more mornings where this has happened since September, 2019.
Corrective Action(s): Ensure there are no more children than that permitted in Schedule E.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: A child handling the daycare rabbit proceeded to go directly to snack without being instructed to wash their hands. Licensing stopped the child and instructed the child to wash hands and throw out cracker they were attempting to eat.
Corrective Action(s): Ensure children practice the rules of health and hygiene

RECORDS AND REPORTING: 19051 - CCLR s.56.1(2)(a) - A licensee must keep (a) a copy of the written statement, referred to in section 19 of the Act, that the licensee delivers to persons who prepay part of the cost of services
Observation: The Licensee had 24 children registered for care. 8 children's files were missing repayment agreements.
Corrective Action(s): Ensure a copy of the repayment agreement is contained in the children's files

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: The system of attendance does not meet the intent of the legislation. Licensee does not sign children out of the facility when they are transferred to another facility owned by licensee.
Corrective Action(s): Ensure the time in and time out accurately shows which location the child is at, what time they came into the program and what time they left. This is a repeat contravention.
