Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed the following in an unlocked cupboard in the washroom, at child's height:
-Cleaning solution
-Soaps
-Plastic bags
Corrective Action(s): Ensure that children do not have access to any object or substance that may be hazardous to the health and safety of a child.

POLICIES AND PROCEDURES: 13010 - CCLR s.22(1)(a) - A licensee must have all of the following: (a) emergency exits and a fire drill system approved by a local assistant within the meaning of the Fire Services Act.
Observation: The fire extinguisher needed servicing on November 26, 2020.
Corrective Action(s): Please ensure a serviced fire extinguisher is accessible and there is an emergency plan to respond to and recover from any emergency.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation (CORRECTED DURING INSPECTION): During inpection licensing checked 4 children's files and 2 files were missing date of enrolment.
Corrective Action(s): Please ensure children's file are complete.

Comments

At this inspection there were four children and one staff were present. Licensing conducted a walk-through of the entire facility. At this inspection the above noted contraventions were identified.

The following were discussed with the manager:
Bottles of cleaning solution must be clearly labelled with the contents
Contents of the First aid kit
Storage of diaper creams
Accessibility of paper towels in washroom
Manager mentioned children are currently not using the fenced play area as the wooden playhouse structure is in the process of being dismantled. Licensing observed three metal nails lying on this play structure and several toys including a rubber maid container used for storing 2 bags of play sand; had accumulated rainwater. Manager informed that the grassy play area is only being used for children and the small wooden gate was kept closed till the play structure is being dismantled.
The inspection report was written off-site – details were reviewed with the Manager prior to writing the report. A copy of the routine inspection report and risk assessment sent to manager via email on January 29,2021..
