Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Residential Care Regulation (RCR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31200 - RCR s.19(3) - If a licensee installs electronic devices for the purposes of transmitting or recording images of persons in care or members of the public, the licensee must display in a prominent place notice that electronic surveillance is being used.
Observation: Review of the physical premise and discussion with manager determined a video surveillance in the home does not have the appropriate signage notifying it's audience that monitoring occurs.
Corrective Action(s): Ensure a notice is displayed in a prominant place to notify staff, persons in care and families that electronic surveillance is being used.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31860 - RCR s.69(3)(a) - A licensee must ensure that (a) all medications in the community care facility are safely and securely stored.
Observation (CORRECTED DURING INSPECTION): Review of the medication system, determined that expired medications were not safely and securely stored.
Corrective Action(s): Ensure all medications are safely and securely stored.

POLICIES AND PROCEDURES: 33220 - RCR s.85(1)(a) - A licensee must do all of the following: (a) have written policies and procedures for the purposes of guiding staff in all matters relating to the care and supervision of persons in care.
Observation: There lacks a policy to guide staff on implementing of specific monitoring systems for persons in care.
Corrective Action(s): Ensure there is written policies and procedures to guide staff in all matters related to the care and supervision of persons in care.

RECORDS AND REPORTING: 39310 - RCR s.81(1) - If a person in care is admitted to the community care facility for a period of more than 30 days, a licensee must ensure that a care plan for the person in care is made in accordance with this section within 30 days of admission.
Observation: Review of two persons in care records, and discussion with the manager, it was determined that for both persons in care - there lacked a meal time guideline which specifies detailed direction to guide staff on care for the persons. In addition, for one of these persons, a care plan was not created around one specific requirement of care regarding monitoring - which requires a signed protocol, consents from the medical practitioner, family/representatives.
Corrective Action(s): Ensure that a care plan is created to direct all aspects of care. For one person in care, the licensee will adjust the system of monitoring until all consents and protocols are signed prior to implementation

RECORDS AND REPORTING: 39580 - RCR s.91(1)(a) - A licensee must ensure that all records referred to in this regulation (a) are current.
Observation: Review of person in care records, and retention of various aspects of care records, it was determined that person in care records were not current in the staff orientation binder.
Corrective Action(s): Ensure all records are current
