Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance. Covid screening was completed prior to entry as required by FHA.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Areas of the fence consist of protruding nails , worn / rotten wood and requires repair. Also noted are thorn vines within the yard accessible to children.
Corrective Action(s): Ensure the yard is free from hazards and in good repair to promote children's safety.Please provide your plan to ensure children will not have access to these hazards while addressing any repairs.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11110 - CCLR s.15(2)(b) - A licensee must ensure that each piece of furniture or equipment for sleeping (b) is clean and comfortable.
Observation: Playpens available for younger children, older children are provided with a sleeping bag and sleep on the floor.Discussed placement of the playpens as they are touching and require some space in between them. Blankets / bedding also stored in one bin.
Corrective Action(s): Ensure children are provided with comfortable sleeping arrangements such as mats or cots,and that bedding is stored separately to promote health and hygiene practices.

CARE AND/OR SUPERVISION: 14360 - CCALA s.7(1)(b)(i) - A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation: There were more than 4 children younger than 48 months old and/or more than 2 children younger than 24 months old
A total of 6 children in care today all 6 under 48 months with 3 of those under 24 months. A total of 9 children are enrolled , 3 additional children ( not in care today ) are under 1 year, 2.5 years and under 48 months.Licensee included that she excepted children into care knowing that she exceeded the requirements of age of children but that families need care.
Corrective Action(s): You are required to submit a plan to come into compliance with ages of children in your care. A follow up will take place to ensure you are operating in compliance.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Of the 6 children's files reviewed it was observed that 2 were missing Medical Insurance Plan Numbers.
Corrective Action(s): Ensure a system is developed whereby all required documentation is obtain which includes Medical Insurance Plan Numbers.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Date of enrollment missing on 2 of 6 files reviewed
Corrective Action(s): Ensure Systems are in place to capture all required documentation within children's files including Date in which children start attending. ( date of enrollment )

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Daily attendance records are not maintained, no children signed in today's date. Staff working at the center stated that children are initialed for at the end of each day at pick up. Reviewed purpose of maintaining detailed attendance records / transfer of care which include requirement to include times of arrival and departure.
Corrective Action(s): Ensure attendance records are maintained which are to include daily times of arrival , departure, whether children are absence or present.

Comments

At the inspection dated Nov 8, 2021 there were 6 children in the care of the licensee. At this inspection the above noted contraventions were identified . Licensee to provide in writing by Nov 9, 2021 a plan to come into compliance with ages of children permitted in care. A follow up inspection will take place to ensure the licensee is providing care to children as outlined within Schedule E of the Child Care Licensing Regulation ( CCLR )
COVID-19- resources and audit completed during the initial inspection process, it is noted that a Covid Safety Plan was not posted within the facility as required. A poster to be posted on the door to notify families not to enter if sick. Please review the Child Care Guidance as provided to ensure you are following recommendations as set out by the BCCDC. Screening at the door, frequent handwashing, wearing masks when unable to distance or when interacting with families. gloves to be added to the first aid kit.
It is noted that this is the first full routine inspection conducted at the facility.Report completed off site and provided to the licensee by email therefore a signature was not obtained. Contents of the report were reviewed with the licensee prior the conclusion of the on site inspection. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
