Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP).All areas of the facility were inspected for compliance

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During inspection Licensing observed :
-In Multi age #2 several areas on wall in the both rooms had exposed drywall at child’s height
-In Mutle age#2 Two electric outlets had no safety covers. (CORRECTED DURING INSPECTION)
-One mat used in Multi age#1 had a large tear exposing the foam inside the mat.
Corrective Action(s): Please ensure that healthy and safe environment is provided at all times while children are under the supervision of employees.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: During a review of the fire drill records, Licensing observed for the months of June 2020, August 2020 and February 2021 fire drills were not practiced.
Corrective Action(s): Please ensure fire drills are practiced and recorded monthly

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Most of the food items in the emergency supplies box were past their exipration dates. Licensee stated that new supplies will be added.
Corrective Action(s): Please ensure to have an emergency plan and enough supplies to prepare for, mitigate, respond to and from any emergency.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: Licensing reviewed seven children files. Two children files were missing a photo.
Corrective Action(s): Please ensure each child has a photo that can be used to readily identify the child in an emergency.

Comments

At the inspection dated March 10, 2021 there were 11 children and three staff present. At this inspection the above noted contraventions were identified. Licensing conducted a walk-through of the entire facility.
The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following were discussed with the manager:

Bottles of cleaning solution clearly labelled with the contents
Storage and use of metal ramp on the outdoor play deck area
Storage and accessibility of plastic bags
Use of sleeping equipment used for children must meet manufacturer’s guidelines
Maintaining staff records
Ensuring the earthquake kit is sufficient with emergency supplies for 24 children
Posting manager’s name in a prominent and a visible location
Renewal of business license
Maintaining water temperature and fridge temperature
To mitigate the spread of Covid19 virus avoid self-serving or family style meals
Outdoor play area has an opening between two neighbouring wooden fences and the licensee is going to come up with a plan to make that space inaccessible to children

The inspection report was written off-site – details were reviewed with the Manager prior to writing the report. A copy of the inspection report and risk assessment e-mailed to the Manager on March 10, 2021.
