Introduction

An unscheduled inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Upon inspection Licensing observed multiple electrical outlets exposed, one six foot shelf not anchored that poses a tipping hazard to the children.
Corrective Action(s): Please ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

STAFFING: 12180 - CCLR s.22(2)(a) - A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.
Observation: Upon inspection Licensing confirmed one staff was not trained in the implementation of the fire drill system and emergency plan.
Corrective Action(s): Please ensure each employee is trained in the implementation of the fire drill system and emergency plan.

CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: Upon inspection there were 28 children in the classroom that had the maximum capacity of 24.
Corrective Action(s): Please ensure that groups of children are no more than permitted in Schedule E of the Child Care Licensing Regulations.

MEDICATION: 16020 - CCLR s.53(1)(b) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation: Upon inspection medication was not readily accessible to employees.
Corrective Action(s): Please ensure that all medication is readily accessible to employees.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Upon review of the children's records one child did not have medical insurance number recorded.
Corrective Action(s): Please ensure children's records are complete.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Upon review of the attendance records, one day, no arrival times were recorded. This is a repeat contravention from 2017.
Corrective Action(s): Please ensure arrival and departure times are recorded daily.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Upon review of children's records one child did not have a doctors name or telephone number recorded.
Corrective Action(s): Please ensure that all children's records are complete.

RECORDS AND REPORTING: 19250 - CCLR s.58(2)(a) - The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation: Upon review of the children's files 2 children did not have care plans developed.
Corrective Action(s): Please ensure that care plans are developed for any child requiring extra support.

Comments

Summary of Inspection
At the inspection dated Oct 16, 2019 there were 28 children and 3 staff present. Licensee stated that there are # children registered in the program. At this inspection the above noted contraventions were identified. Licensee will provide a written response to Licensing. Licensing will review the written response from the licensee. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
