Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection Licensing observed the following:
-Fecal matter in the outdoor play area. This was removed during the inspection. Licensing asked the facility if the outdoor play area was inspected. The staff said yes. Licensing reminded the staff to check the playground prior to playing in the area.
-Licensing observed a set of cubbies that had come unanchored from the wall. This was repeat contravention inspection #CLAN-CF9SS5 and #CLAN-CP4Q6T.
-A table and two shelves were placed against the wall. Further up on the wall were two open windows.The windows were open wide. This could present a potential climbing and falling hazard. Limiting the width that the windows are open was recommended. This is a repeat contravention from inspections #CLAN-CF9SS5
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed a bottle of hand sanitizer with a pump at the entrance to the facility. This was located at the children's level.
Corrective Action(s): Please ensure children do not have access to any object or substance that may be hazardous to their health and safety.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11220 - CCLR s.23(2) - A licensee must have first aid kits that are readily accessible to all employees, including while care is provided off the community care facility premises.
Observation: During the inspection Licensing reviewed items in the first aid kit. A triangular bandage was missing. This is a repeat contravention from inspection #CLAN-CF9SS5
Corrective Action(s): Please ensure first aid kits are complete to be prepared in an emergency.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Immunization status was not obtained for one employee.
Corrective Action(s): Please ensure staff records are complete.

RECORDS AND REPORTING: 19120 - CCLR s.57(2)(f) - A licensee must keep, for each child, a record showing the following information: (f) any medication administered to the child, including the amount and the time at which the medication was administered.
Observation: Licensing observed a record of medication administration form posted in the daycare. On one child's medication administration form there was no record showing the type of medication and dosage information amount on the form. The dates and times and amount administered was written by staff. Licensing is unclear what medication was administered to the child.
Corrective Action(s): Please ensure that the medication administration form is completed prior to administering a child's medication.

RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: Two children require medication in case of emergency. No care plans were available for review that include the course of action recommended by health care professionals for a child requiring additional support. In discussion the Manager stated only one child requires medication in an emergency. It is unclear why the child's medication is still located in the facility. This is a repeat contravention from inspection CLAN-BVY2ER
Corrective Action(s): Please ensure care plans are created for children that require medication in an emergency.

Comments

At the inspection dated June 1, 2023, there were 8 children, 2 staff and the Manager arrived during the inspection. At this inspection the above noted contraventions were identified. Please correct the above noted contraventions by June 15, 2023 unless otherwise specified in the report. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Manager.

The following information was discussed:

-The reportable incident reporting procedure.
-Lead in the water information
-Ensuring that any inside climbers have a 6 foot fall zone and resilient surfacing.
