Report of Findings
Community Care Facilities Licensing [CCFL] received a complaint on Febuary 16, 2021, alleging concerns regarding care and supervision, records and reporting, health and hygiene, and physical requirements.

All areas of the complaint were fully investigated. Evidence was received and reviewed from interviews, an inspection of the physical facility, and documentation.

The following contraventions were substantiated:
- Child Care Licensing Regulation (CCLR) 55(2)(a) Records and reporting
- CCLR 46(1) Health and hygiene
- CCLR 14(2) Physical requirements of facility
- CCLR 56(1)(d) Community care facility records and policies
Substantiated Contraventions: Evidence for this summary report is based on a combination of the Licensing Officer’s observations, a review of facility records and information provided by the facility staff at the time of the investigation.
Observed Violations/Contraventions: A summary of the violations found during the complaint investigation are listed below.

11060 - CCLR s.14(2)A licensee must have one toilet and wash basin for every 10 children or fewer.
Observation: Licensing determined one bathroom was being allocated for staff, which doesn't meet regulation requirements.

13060 - CCLR s.56(1)(d)A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: Licensing determined there was no policy in place for cell phone usage.
Corrective action: Corrective action required.
15030 - CCLR s.46(1)A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: Licensing determined the facility were not completing all steps required in the cleaning of dishes.
Corrective action: Corrective action required.
19030 - CCLR s.55(2)(a)A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee.
Observation: Licensing determined notification to Licensing regarding a reportable incident did not occur within 24 hours.
