Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Licensing observed a lysol cleaner in the bathroom cupboard that had no lock. Staff locked the cupboard once addressed.
Corrective Action(s): Ensure that children have no access to any object or substance that may be hazardous to the health or safety of a child.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation (CORRECTED DURING INSPECTION): Licensing reviewed 8 staff files; 1 missing their immunization status.
Corrective Action(s): Please ensure that staff files are complete and immunization status is obtained.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Licensing reviewed the emergency kits for each classroom, 7 out of 8 kits have expired food. The manager said that staff were told to go through them in December and let families know.
Corrective Action(s): Ensure that all emergency kits have supplies, food, and water that is not expired.

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: Licensing reviewed the staff qualifications in 2 classrooms and determined that they did not meet the requirements as in schedule E.
Corrective Action(s): Ensure that ratios are met according to schedule E.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Licensing reviewed 14 children's files; 3 missing their immunization status.
Corrective Action(s): Licensee must ensure that for each child, there is a record showing the child's immunization status. Please ensure there is a system in place to review children's files.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Licensing reviewed 14 children's files; observed 1 child is missing their medical practitioner's name and telephone number.
Corrective Action(s): Please ensure children's files are complete, a medical walk in clinic is acceptable.

Comments

On the inspection date of January 26, 2024 there were 64 children, 20 staff and 2 additional adults present. At this inspection the above noted contraventions were identified. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. This inspection report was completed off site and emailed to the facility the same day.
Discussions took place regarding the following topics:

First Aid kit supplies
Signage for child care classrooms
Ensure daily attendance is recorded
Staff certificates
