Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection Licensing observed the following:
-Two staff bags at the children's level on the floor. This could cause a potential hazard. This was corrected during the inspection.
-A loose cord was observed. This is a repeat contravention from inspection # CLAN-BUUTCJ
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times to the children in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed that the sink in the washroom had paint chips and the wood was exposed. This could be difficult to clean and disinfect. This is a repeat contravention from inspection #CLAN-BHNR4A and #CLAN-CBMP2X
Corrective Action(s): Please ensure the facility is in good repair.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Three staff records were reviewed. One staff record was missing a Criminal record check (CRC). An application for a CRC was observed on file.
Corrective Action(s): Please ensure the staff CRC is processed and the result is received prior to the staff commencing work at the facility.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Three staff records were reviewed. One staff record had only one reference. This is a repeat contravention from inspection # CLAN-CBM2PX
Corrective Action(s): Please ensure staff records are complete.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: During the inspection 5 children's records were reviewed. Two children's records were missing the date of enrollment.
Corrective Action(s): Please ensure children's records are complete.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Five children's records of five were reviewed. One child's record was missing a doctor's number. This is a repeat contravention from inspection # CLAN-CBMP2X

Comments

At the inspection dated January 26, 2023 there were 18 children, 2 staff, and a practicum student were present. At this inspection the above noted contraventions were identified. Please correct the above noted contraventions by February 9, 2023 unless otherwise specified in the report. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Manager.

The following was discussed:
-The reportable incident reporting procedure.
-The current cleaning protocols that are in place
-Preventing lead in the water

The following is recommended:
-More items be added t0 the first aid kit such as medical tape to secure gauze and a CPR mask
