Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
POLICIES AND PROCEDURES: 13100 - DLSOP Active Play - The Licensee must develop and implement an Active Play Policy to engage children in daily active play, consisting of un-facilitated play and facilitated games and activities.
Observation: During inspection Licensing discussed with staff the requirement for an Active Play Policy (including sedentary play) which is in enforce as of September 1, 2017. This was previously discussed at the sister site in July 2017.
Corrective Action(s): Ensure Active Play Policy is written, and shared with parents.

POLICIES AND PROCEDURES: 13120 - DLSOP Active Play - The Licensee must develop and implement a Screen Use Policy to guide employees in the use of screen time activities.
Observation: During inspection Licensing discussed with staff the new requirement for a Screen Use Policy which is in enforce as of September 1, 2017. This policy was previously discussed at the sister site in July 2017.
Corrective Action(s): Ensure Screen Use Policy is written and shared with parents.

Comments

Upon arrival staff and children were returning from playing at the schoolground.

During inspection children were engaged in a circle time where staff facilitated memory games and guessing games, children then had a snack time before engaging in free play.

The following activities were accessible to children for free play: free art; work with playdough; blocks on a "road carpet"; board games; books; as well as an area to complete homework should children want to.

During inspection Licensing observed staff persons interacting with children during their walk to the facility, during snack time as well as when they were engaged in free play.
Licensing also observed staff persons assisting with problem solving when necessary as well as assisting children new to the facility with transitions.

Licensing reminds the Licensee that resources regarding the new Active Play Policy and Screen Use Policy have been sent out via email, as well as left with the inspection in July 2017 at the sister site.
