Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLP). Evidence for this report was based on the licensing Officers observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing, Physical Facility, Staffing, Policies & Procedures, Care & Supervision, Hygiene and Communicable Disease Control, Medication, Nutrition and Food Services, Programming, Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Observed Violations
No violations were found during the inspection.

Comments

Discussions were had around:
· Active Supervision – scanning and counting, setting up the environment, anticipating children’s behaviours and abilities, positioning yourself and listening.Transportation policy / bathroom supervision.
· Flushing taps to reduce lead (older facilities). One way to reduce lead in drinking water is to flush all water taps used for drinking water or food preparation at the start of each day or after periods of stagnation. · Serious incident reporting was reviewed. Incident Reporting Bulletin was provided and may be used as a resource to update your own facility reporting policy. Ensure you have notified Licensing within 24 hours of any serious incident. If you cannot reach your Licensing Officer, please contact the Duty Line at 604-587-3936.
There is evidence of ongoing monitoring to ensure compliance to the legislation. The facility has a wide variety of materials that meet all developmental areas including cognitive and physical development items, sensorial explorations, creative art experiences, child led initiatives and teacher made activities. There are displays of pedagogical narrations that include teacher reflections and the voices of children that are in keeping with BC's Early Learning Framework. The teachers were observed to engage with the children with gentle voices, respond to their needs immediately and guide transitions effectively. Thank you for your assistance with this inspection.
