Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act, Child Care Licensing Regulationand the relevant Director of Licensing Standards of Practice. Evidence for this report was based on the writer's observations, review of the facility records, and information provided by the facility staff at the time of inspection.

The following areas were reviewed:
Licensing
Physical Facility
Staffing
Policies and Procedures
Care and Supervision
Hygiene and Communicable Disease Control
Medication
Nutrition and Food Services
Program
Records and Reporting.

As part of this routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The risk assessment includes any violations identified during the routine inspection, and a 3 year 'historical' review of the facility's compliance and operation.

The Licensee was present for today's inspection; there were 7 children in care and 3 staff.

Previous Inspection - Not Applicable
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11080 - CCLR s.15(1)(a) - A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation: In discussion with the Licensee it was determined that the Licensee has 2 cribs that are of the 'drop sided' type. Health Canada has halted the sale of these cribs and they are recommending that this type of crib no longer be used. The writer recommends the booklet produced by Health Canada entitled "Is Your Child Safe? Sleep Time.

Corrective Action(s): In discussion with the Licensee she will replace the cribs.
Date to be Corrected: 22 December 2017

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: The writer reviewed the staff files and noted for one individual the Licensee will need to renew the criminal record clearance and for another individual the Licensee has a letter from another agency.
Corrective Action(s): During the inspection the Licensee contact the Criminal Records Review Agency and she will set up an account and process the two individuals documentation. Once the Licensee has written evidence from the Criminal Records Review Agency that they have received the application the Licensee will have met the intent of the legislation.

Upon return to the office the writer will send the Licensee some resources regarding sleep time for children under the age of 3 years.
