Introduction

An unscheduled Routine Inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: During the inspection the facility manager's name was not posted near the licence to identify them as the manager.
Corrective Action(s): Please ensure to display in a prominent place in the facility the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.

LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: One staff's certification was not posted on the wall.
Corrective Action(s): Please ensure to display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to the work in the community care facility.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): During inspection licensing observed:
-The gate pad lock on the gate that leads to a pond was unlocked. (Corrected during inspection)
-De-icing salt was stored accessible to children playing. (corrected during inspection)
-Storage of wheel barrow, shovel, and other tools were accessible to children at play.

Corrective Action(s): Please ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Date to be Corrected: Feb 11, 2022 for storage of items under deck stairs

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: 3 staff files reviewed. One file was missing record of the person's work history.
Corrective Action(s): Please ensure to have record of the person's work history.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: 3 staff files were reviewed. One file did not contain immunization record.
Corrective Action(s): Please ensure to obtain evidence that the person has complied with the province's immunization and tuberculosis control programs.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Review of 8 children's records. 1 child was missing the medical insurance plan number.
Corrective Action(s): Please ensure to keep for each child a record showing the medical insurance plan number.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: 8 children's files were reviewed. 2 files were missing a photo of the children in care. Staff did not have digital record when asked.
Corrective Action(s): Please ensure to keep for each child a record showing photograph or digital image of the child.

RECORDS AND REPORTING: 19210 - CCLR s.58(1)(a) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.
Observation: No care plan available for a child requiring extra support.
Corrective Action(s): Please ensure a care plan is developed showing the diagnoses relevant to the child's requirement for extra support, as made by the health care professional.

Comments

Summary of Inspection:
The COVID-19 Pre-screening was conducted at the door.
During today’s inspection, there were 7 children, 1 staff and 1 support staff.
At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.
The following was discussed:
Storage for emergency supplies to be located close to the exit
Labelling of spray bottles for cleaning
Evacuation plan to be conducted annually, and documented in addition to fire drill.
