Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services

· Records and Reporting

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #RSUN-AKUVKR have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection today the following was observed:
- multiple electrical outlets were not covered
- blind cords were observed to be accessible to children in the play areas and nap rooms. The blind cords were tied in a not near the bottom posing a possible strangulation concern.
- a non secured large TV was observed in the main play area that could tip over. This is a repeat contravention.
- Closet doors in the nap rooms and hall way were off the track leaning on items in the closets. There is a potential for the closet doors to fall on or pinch a child's finger.
- the wood on a planter box by the bottom of the stairs was decomposing, exposing a large spike. There is a potential for a child to fall on the spike.
- a ladder was observed leaning on the fence in the outdoor children's play area. The Licensee moved this during the inspection.
- an outdoor play structure had a broken plexi glass window accessible to the children.
Corrective Action(s): Please ensure that electrical outlets, blind cords, and broken toys are not accessible to children.
Please ensure that the TV is secured in a manner that it will not tip over or move if a child touches it.
Please remove or repair broken closet doors. Please repair wooded planter box with exposed nail.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11160 - CCLR s.16(3)(a) - A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation: A gate used to enclose the side of the play area was broken and removed by the Licensee. She stated that she hasn't repaired it yet.
Corrective Action(s): Please ensure the outdoor play area is enclosed in a manner suitable for the age and development of the children.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: The water temperature in the sink of the children's bathroom was 54.9 degrees Celsius.
Corrective Action(s): Ensure that the water temperature in the sink is no more than 49 degrees Celsius.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: 1 of 6 children's files reviewed did not contain an immunization status.
Corrective Action(s): Ensure that each child has a record of immunization status.

Comments

A discussion about transportation of children was had with the Licensee. Currently the Licensee has permission to transport children herself but will get permission forms completed if it is requested that someone else transports the children.
