Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: Licensing observed that the manager's name is not displayed in the facility.
Corrective Action(s): Ensure that the manager's name is displayed in a prominent place in the facility.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Immunization status was not obtained for one of the staff.
Corrective Action(s): Ensure the staff has their immunization status included in their file.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Licensing observed that the fire extinguisher was due to be serviced on July 16, 2021.
Corrective Action(s): Ensure that the fire extinguisher is serviced and ready to use in an event of an emergency. Manager said during inspection that it has been communicated to the school that the fire extinguisher needs to be serviced.

Comments

At the inspection dated Sept. 17, 2021 there were 12 children and 3 staff present. At this inspection the above noted contraventions were identified. Actions required by the licensee includes a written response by Sept. 27, 2021.
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
A business card was also provided.
The following education/recommendations/discussions were provided:
- Reportable Incident procedures
- Bathroom procedures
- Displaying the fire and emergency drill log at a visible place in the facility
- Checking the expiry dates of items in the emergency kit
- Ensuring children and staff files are regularly checked and updated
- Continue to clean and sanitize the facility including toys and equipment
- Continue to follow COVID-19 policy
- Continue to have indoor ventilation
