Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), and the Child Care Licensing Regulations (CCLR), and the Director of Licensing Standards of Practice (DOLSOP). All care categories were inspected for compliance

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: -Multiple storage items stacked up in the bathroom, and in the nap room next to a play pen where children nap, and within reach of one bed. The bathroom had areas with visible soil due to the amount of storage items. The licensee said items will be moved out of the space for ease of cleaning in both areas by November 20th, 2023
-outdoor space had two areas where there were gaps at the bottom of the fence, and one fence cover was looses, giving access for entrapment. The licensee will have a plan to address the outdoor space by November 30th, 2023
-The plan for the licensee to prevent use of parking spaces in front of the outdoor playground was not implemented during the inspection

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: -Water cooler with hot water button was accessible to children while children play in the main activity area.
-A bucket of bleach and water was stored within reach of children in the bathroom. (corrected during the inspection)
-Storage of plastic bags in an unlatched drawer where children nap (corrected during inspection)

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation (CORRECTED DURING INSPECTION): Photos of three children were not available at the time of inspection. Licensee obtained them during the inspection

Comments

Summary of Inspection:
During today’s inspection, 7 children, 2 staff and the facility licensee were present.
At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.

The following was discussed:
Discussed documenting daily outdoor checks
Reviewed and discussed development of care plans.
During the inspection licensing observed a child buckled in the booster seat during circle time for more than 5 minutes. Licensing discussed allowing children to be free to move around the room, ensuring their movements are not restricted.
