Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP).
All care categories were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: In the children's outdoor play area, Licensing observed a pile of wood with exposed nails. As per the Licensee, they will be using the wood for garden planters.
Corrective Action(s): Please ensure that children do not have access to hazardous objects.
Date to be Corrected: Immediately.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: Water from sink that is accessible to children exceeds 49 Celsius. Licensing measured a water temperature of 55.7 Celsius.
Corrective Action(s): Please ensure that any heated water accessible to children does not exceed 49 Celsius.

STAFFING: 12180 - CCLR s.22(2)(a) - A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.
Observation: Licensing observed that the fire extinguisher was overdue for servicing. Service was due for last Sept. 28, 2022.
Corrective Action(s): Please ensure that the fire extinguisher is up to date and serviced.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: Upon reviewing the Licensee's staff file, the following documents were missing:
-Immunization status
-3 references
-Resume
Corrective Action(s): Please ensure staff file is complete.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Licensing observed that children's attendance has not been recorded since January 3, 2023. As per the Licensee, she forgot to note down attendance since then.
Corrective Action(s): Please ensure that children's daily attendance is recorded that includes absences, time of arrival and departure.
Date to be Corrected: Immediately.


Comments

At today’s inspection, there were 2 children, the Licensee, and the Licensee's daughter present. Licensing did a full walk through of the whole home.

At this inspection, the above noted contraventions were identified and the Licensee is required to submit a compliance plan by the date below.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

The following was discussed:
-Hand washing practices (ie. before and after snack/lunch, after toileting)
-System for replenishing emergency food supply
-Diaper changing routine and schedule
-Outdoor play schedule and use of outdoor space
-Outdoor supervision practices
-Use of logbook
-Incident reporting
-Complete staff file for Licensee to be kept on site
-Licensing Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
-Regular review of BCCDC website for COVID-19 updates (see link below)
