Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): Child locks were not secured on the following locations:
-cupboard under the sink where cleaners are kept.
-the front load washing machine located in the eating area.
Corrective Action(s): Please ensure that the child locks are secured.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation (CORRECTED DURING INSPECTION): The following was observed in the bathroom used by the children.
-the diaper change mat was visibly dirty with debris that looked like sand, grass, and dog hair
-a child training toilet seat was located on top on of cloths on a hamper next to the toilet.
Corrective Action(s): Please ensure that the diaper change mat is cleaned after each use. Please remove child toilet seat from on top of cloths on hamper.

Comments

Discussed with the manager the following information
· Active supervision and the need to have visual and auditory supervision of the children. The children use a neon walking rope when going for a walk or they hold onto the stroller. The Licensee decides where to walk to depending on the age and number of children in care.
· The necessity of flushing the taps prior to use every morning. This can be done by letting the water run at the tap for 5 minutes.
· The Licensee is aware that she must contact a Licensing officer within 24 hours after a reportable incident occurred.
· The Licensee stated she has informed all families that there is a dog living on premise and will update the pet policy to include the dog.
· The fire extinguisher is due for Service on or before Aug. 23, 2018.
