Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Lysol is being used to clean the facility. Once sprayed onto a surface Lysol needs to be left a minimum of 30 seconds to sanitize. The manger said these instructions are not being followed. A cloth is placed on the change pad before a diaper is changed. The cloths are not single use and are not sanitized between diaper changes.
Corrective Action(s): Please ensure the manufacturers instructions for Lysol are followed to ensure surfaces are sanitized and also that any surfaces used to change a diaper on are sanitized between each use.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation: During this inspection CCFL observed ride on toys in the yard that were cracked and one had a missing pedal.
Corrective Action(s): Please ensure that all equipment is in good condition.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): The following were accessible to children and removed during this inspection: Clorox wipes, a lamp on the floor near the change table, an epi pen, a dirty towel behind the toilet.

STAFFING: 12210 - CCLR s.23(1)(a) - A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation: On occasion a staff who has no first aid qualifications walks a child to and from school and at times they are left with the children at the facility while the manager takes the child to and from school.
Corrective Action(s): Please ensure children always have access to a staff who has valid first aid.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: On inspection CCFL observed food and water in the emergency kit had expired. There were no other supplies in the kit.
Corrective Action(s): Please ensure an emergency kit with enough supplies for up to eight children for 72 hours is available

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation (CORRECTED DURING INSPECTION): The manager said a fire drill was conducted in December 2022 but not recorded. The manager entered the date of the drill during this inspection.

RECORDS AND REPORTING: 19052 - CCLR s.56.1(2)(b) - A Licensee must keep (b) a current record of each person to whom the written agreement is delivered in accordance with that section [CCALA s.19]
Observation: Although the manager said all parents have a parent contract there is no record of who has been provided a contract.
Corrective Action(s): Please ensure a record of each person who has a parent contract is available. CCFL discussed keeping a copy to the signed parent contract in the child's file.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Files for seven children were reviewed. A medical insurance number (BC Medical number) was not available for one child.
Corrective Action(s): Please ensure a medical insurance number is available for all children.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: The time a child leaves for school and arrives at the facility after school is not being recorded. Absences are not being recorded.
Corrective Action(s): Please ensure that accurate attendance records are maintained for all children

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Files for seven children were reviewed. The name and contact number for an emergency contact was not available in one file and information for a doctor or medical clinic was not available in two files.
Corrective Action(s): Please ensure all children's files contain the required information.

RECORDS AND REPORTING: 19210 - CCLR s.58(1)(a) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.
Observation: No care plan was available for a child requiring emergency medication.
Corrective Action(s): Please ensure a current care plan is available for all children who require emergency medication.

Comments

Summary of Inspection
At the inspection dated January 24, 2023 there were six children and two staff present. At this inspection the above noted contraventions were identified. The Licensee will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this routine inspection, a facility risk assessment tool is completed and a copy is provided. This report was reviewed with the manager and written off site. A copy of this report will be emailed to the manager.
The following were discussed with the manager:
All perishable food needs to be stored between 0-4c to ensure it does not spoil.
Polysporin is being used as part of first aid treatment. The manger said he is going to stop using this.
Written permission must be obtained from the family before Vaseline is applied to children.
The kitchen counters are becoming cluttered. CCFL recommends any items not being used be stored off the counters
Areas of the facility have chipped paint. The manager will discuss having these areas painted with the landlord.
Apart from food and water the emergency kit needs to contain items such as a flashlight, radio, diapers etc.
Ensuring dish cloths and cloths used to clean the bathroom are sanitized every day.
A family member will need a criminal record check when they are 12 years old.
