Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of the inspection.

The following areas were reviewed:

· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting

As part of this routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year “historical” review of the facility’s compliance operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: one new staff's file was reviewed. Their CRC was completed for the their school.
Corrective Action(s): Please ensure that you process their CRC for your facility.
Date to be Corrected: Prior to return to work again.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: A new staff's file was reviewed. The staff's reference names were listed on the resume, however, the manager has not contacted them yet.

Corrective Action(s): Please ensure that you have obtained all staff's references prior to hiring. For example, you may received written reference letters or you may contact their references for screening. The purpose is to ensure they have good character and they are suitable for the position.

CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation (CORRECTED DURING INSPECTION): Upon arrival, there were total of 9 children in care. This is a repeated contravention in the last 3 years.

Corrective Action(s): Please reduce the number of children to maximum of 8. The licence only allowed the facility to provide care to maximum of 8 children all any one time.

Date to be Corrected: May 22, 2018.
This contravention has been corrected and confirmed on May 29, 2018

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: 10 children's files were reviewed. They appeared well organized except that 3 children's immunization status were missing.

Corrective Action(s): Please ensure that you have obtained all children's immunization status. If children had never received vaccinations, for example, you can simply record that they do not receive vaccination. The regulation asks for their immunization status only.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation (CORRECTED DURING INSPECTION): Attendance records were reviewed. Staff did not recorded children's absence.
Corrective Action(s): Please ensure you have recorded their absence
Date to be Corrected: Corrected and confirmed on May 29, 2018


Comments

The incident log book was reviewed. the last entry was in year 2014. Please remind staff that all minor incidents must be recorded including children were sick while they were in daycare. The manager agreed to follow up with staffs.
