Introduction

An unscheduled Routine Inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Licensing reviewed two staff files, of those one file contained a criminal record check issued by the RCMP.
Corrective Action(s): Please ensure to have the criminal record check issued by the provincial criminal records review program

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Licensing reviewed two staff files, of those, one file did not contain evidence of character references in respect of the person.
Corrective Action(s): Please ensure to obtain character references in respect of the person.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: Licensing reviewed two staff files, of those, one file did not contain evidence that the early childhood educator certification had been verified by the system maintained by the early childhood registry.
Corrective Action(s): Please ensure that all employee early childhood educator certification has been verified by the system maintained by the early childhood registry.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Licensing reviewed 8 children's files, of those, one file did not contain the telephone number of the medical practitioner.
Corrective Action(s): Please ensure to obtain the telephone number of the medical practitioner.

Comments

Summary of Inspection:
During today’s inspection, there were 6 children, 1 staff and the manager on site.
At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.

The following was discussed:
During inspection licensing discussed evacuation kits. Licensee had established systems for replenishing supplies as they expired, and was in the process of replenishing supplies that had expired on the date of inspection. Items in the kit were sufficient for children in care.
Licensee demonstrated the new walking route to access the playground which is to take stairs to the left of the classroom.
