Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), and the Child Care Licensing Regulations (CCLR), and the Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection licensing observed:
-Knife and cutting boards were stored with other cleaning supplies. Staff stated that they hand wash them daily. There was not 3 sink cleaning plan in place. Manager stated they will ensure they are washing them after each use with the 3 sink method.
- Storage of bleach bottle, plastic bag, mop, potty seats on floor, and toilet brush accessible to children in bathrooms. please ensure they are stored out of reach of children.
-Bedding was stored on bed cots, some were touching. Manager stated that beds are sanitized daily, and the bedding will be stored in the buckets in each child's cubby.
-The wall in one room had a hole, exposing the interior of the wall, it was covered with painters tape, however, the tape was coming away. Additionally there were areas on the wall in 3 classrooms exposing drywall, one wall in the bathroom had the trim coming off the wall posing a potential tripping hazard.
-2 play mats that had wear at the corner, exposing the inside, preventing sanitization
-2 windows were broken on the outside and covered with plexiglass. Manager stated the new windows were on order, and should be repaired in the coming week.
-Carpet in the gym space was fraying at the seam
-One step stool, the surround of the classroom exit, and the drain in the bathroom was observed to be soiled.
Corrective Action(s): Please created systems to ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: During the inspection licensing observed:
-3 ant traps were observed in the corner of one room, accessible to children in care
-Bleach bottle stored on a hook accessible to children in the bathroom
-Blind cord on 2 blinds were hanging down at children's level (Corrected during inspection)
-Plastic bags stored accessible to children in 3 classrooms
-Medication was stored in a fridge where the lock box had the keys in the box, and it was not locked at the time of the inspection.
Corrective Action(s): Please ensure that the children do not have access to any object or substance that may be hazardous to the health or safety of a child.

MEDICATION: 16010 - CCLR s.53(1)(a) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation: During the inspection there was medication stored without medical consent information.
Corrective Action(s): Please ensure licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is administered to the child in the amount at the times specified by the child parent or in the child's record or care plan.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: 18 children's records were reviewed, 1 file did not contain immunization status.
Corrective Action(s): Please create systems to ensure the immunization status.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: 18 children's records were reviewed, 2 records were missing start date
Corrective Action(s): Please ensure to keep a record showing the enrolment of the community care facility.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: 18 children's files were reviewed 2 files were missing a photo, and 4 files contained outdated photographs of the child.
Corrective Action(s): Please ensure to keep a record showing a photograph or digital image of the child that can be readily used in an emergency.

Comments

Summary of Inspection:
During today’s inspection, there were 43 children, 12 staff, an ECE student, and the facility manger present.
At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.

The following was discussed:
Emergency evacuation plans were discussed. The manager stated they are in the process of revising the plan, including the location of the meeting place. Licensing recommended that the bins located in one of the classrooms may be difficult to transport in an emergency, and rolling storage like in the other classrooms may be easier.
Review of care plans were discussed.
Review of the BCCDC guidance for facility cleaning and sanitization.
Review of food service plan and ensuring the food and utensils are covered when they are delivered to the classrooms.
