Introduction

An unscheduled inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP). All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: Criminal Record Check is not current (expired) for the licensee.
Corrective Action(s): Ensure current records are kept respecting compliance with s.19(1) of the CCLR.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Licensing noted there was no record that an emergency drill was completed for 2021. The licensee said it was practiced, however it was not recorded. This is a repeat contravention.
Corrective Action(s): Ensure a current record is kept respecting compliance with section 22(2)(b)(c) of the CCLR.

CARE AND/OR SUPERVISION: 14360 - CCALA s.7(1)(b)(i) - A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation: Licensing noted there were more than 4 children younger than 48 months old and more than 2 children younger than 24 months old 3 days per week. Licensing discussed compliance options.
Corrective Action(s): Ensure the health, safety, and dignity of persons in care is maintained at all times.

RECORDS AND REPORTING: 19050 - CCLR s.56(1)(f) - A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation: The facility log book was unavailable for review. This is a repeat contravention.
Corrective Action(s): Ensure a current record is kept of minor accidents, illnesses or unexpected events.

At this inspection, the above noted contraventions were identified.
The following was discussed:
· COVID-19 prevention strategies
· Emergency management
· Staff to child ratios

The contraventions are to be corrected by the dates indicated, and a written response will be provided to licensing.

As part of the routine inspection, a Facility Risk Assessment Tool was completed.

The inspection report was written off-site - all details were reviewed prior to writing the report. A copy of the inspection report and risk assessment will be e-mailed to the facility.
