Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection racoon feces was noted in the outdoor play area under a tree. Licensing and the Licensee discussed the importance of maintaining a healthy and safe environment and the importance of daily playground checks to ensure no hazards are present. .
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed the following:

-a chair had cracks. A child may fall through the chair with the crack.
- a table was scratched and the table surface had a hole. The table surface may be difficult to disinfect and could contain bacteria.
Corrective Action(s): Please ensure the furniture is in good repair

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation: Licensing observed a bike with rust on the handlebars in the outdoor play area. This could be a potential health hazard.
Corrective Action(s): Please ensure the play materials available to children are free from hazards.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Five out of seven children's records were reviewed. One record was missing the child's MSP number.
Corrective Action(s): Please ensure children's records are complete.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: During the inspection the attendance record was reviewed. Children's arrival and departure times were not recorded for the past 5 days.
Corrective Action(s): Please ensure attendance records are complete.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Five out of seven children's records were reviewed. Two children's records were missing a doctor's name and contact phone number.
Corrective Action(s): Please ensure children's records are complete.

Comments

At the inspection dated August 1, 2019 there were 5 children and 1 staff present. At this inspection the above noted contraventions were identified . Please provide a written response to Licensing by August 15 , 2019 stating how you have addressed the above noted contraventions. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Using bleach as a disinfectant
· Temporary exemptions

This report was reviewed with the Licensee prior to signing.
