Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11151 - CCLR s.16(2.1)(a) - A licensee may use the same outdoor play area at the same time for more than one care program if the care programs are of the same type as prescribed in Column 1 of section 1 of Schedule E.
Observation (CORRECTED DURING INSPECTION): At the time of the inspection, the 30 months to school age program was combined in the outdoor play space with the multi-age programs. Licensing advised that only programs from the same service type can be combined in the outdoor play space, granted that there is sufficient square footage.
Corrective Action(s): Please ensure programs from the same service combine in the outdoor play space.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Licensing reviewed 3 staff files and observed that record of immunization was missing for one staff. This is considered a repeat contravention as it was coded on the last routine inspection.
Corrective Action(s): Please obtain, from each staff, record of immunization status prior to employment.

CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: Licensing confirmed ages of the children in care today by reviewing registration forms. Upon review, Licensing observed that there for 4 children under the age of 3 in both multi-age programs. For the multi-age service type, there can only be 3 children under the age of 3.
Licensing is requesting a written response by today advising on compliance.
During the inspection the manager implemented a safety plan.
Corrective Action(s): Please do not exceed more than 3 children under 3 in the multi-age programs.

Summary of Inspection

At this inspection the above noted contraventions were identified. Licensing provided dates for compliance and is requesting a written response by today advising how coded item number 14020 will be addressed.
