Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting.
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year historical” review of the facility’s compliance and operation.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): During inspection Licensing observed a bottle of cleaner located in the back of the cupboard under the bathroom sink. The cupboard was blocked by a step stool & was not easily accessible to the children in care.

Licensee moved the cleaner to an area more inaccessible to children during inspection.
Corrective Action(s): Ensure cleaners are inaccessible to children.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11480 - CCALA s.7(1)(b)(i) - A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation (CORRECTED DURING INSPECTION): During inspection a child was observed to be napping in a car seat in the nap room.

Licensee stated that staff had been directed by the child's parent to have the child nap in the car seat.

Licensing discussed the requirement of the Licensee to follow the manufacturer's instructions for use, which would not allow a child to sleep in the car seat due to safety risks.

Licensee stated the child will no longer sleep in a car seat at the facility.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: During inspection Licensing reviewed staff documentation and noted that one staff's Criminal Record Approval letter is not addressed to the Licensee, and one staff's Criminal Record Approval letter is not on site.

Licensee stated that they have the Criminal Record Approval letter at their sister site.
Corrective Action(s): Ensure one staff's Criminal Record Approval letter is shared to the Licensee, and one staff's Criminal Record Approval letter is moved to this site.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: During inspection Licensing reviewed the facility fire/ emergency drill logbook and noted that no fire drills have been recorded since the facility opened April 2018.

Staff stated that emergency drills have been practiced monthly & explained the procedure followed.
Corrective Action(s): Ensure fire/ emergency drills are recorded as proof that they were conducted.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: During inspection Licensing reviewed children's records and noted 2 children are missing medical insurance numbers; one child is missing immunization status.
Corrective Action(s): Ensure missing information is on file for these children.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: During inspection Licensing reviewed children's records and noted that one child is missing their start date.
Corrective Action(s): Ensure start date is recorded on child's file.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: During inspection Licensing reviewed the facility sign in/ out sheet for the month of June 2018 & noted that there were 4 occasions where a child/ or children were not signed out; and 2 occasions where one absent child did not have their absence recorded.
Corrective Action(s): Ensure staff record time of arrival and departure for each child throughout the day as this information is used by emergency personnel during an emergency.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: During inspection Licensing reviewed children's documentation and noted that one child is missing doctor/ specific medical clinic information.
Corrective Action(s): Ensure that specific medical clinic information is on file for this child.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: During inspection Licensing reviewed children's files and noted that not all children have photos on site, nor are there digital images for them.
Corrective Action(s): Ensure a photo or digital image is on site for children who do not have them on site.

Comments

During inspection Licensing discussed general maintenance of the rear portion of the outside play yard where blackberry vines grow. Licensee stated they cut them back regularly and ensure children do not have access to them.

During inspection Licensing discussed how the Licensee can show proof that they have verified staff ECE Certification on line (such as write the date they were verified on the file).

During inspection children were observed to be engaged in free play consisting of: using blocks; pushing cars; using toddler equipment; working with puzzles etc.
Licensing observed children engaged in a short circle time with music.

During inspection Licensing observed staff singing songs and interacting with children while they were engaged in activities. Licensing also observed staff giving warnings to children before and during transition times.
