Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practise (DLSP). All care categories were inspected for compliance.

Observed Violations
STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: One staff was working in the facility today - their file was not able to be accessed. Evidence of training and first aid are posted in the facility and the criminal record check was reviewed at the licensing office. References were not available to be reviewed.
Corrective Action(s): Please ensure staff have complete files accessible in the facility.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: One staff was working in the facility today - their file was not able to be accessed. Evidence of training and first aid are posted in the facility and the criminal record check was reviewed at the licensing office. Resume was not available to be reviewed.
Corrective Action(s): Please ensure staff have complete files accessible in the facility.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: One staff working in the facility today - their file was not able to be accessed. Evidence of training and first aid are posted in the facility and the criminal record check was reviewed at the licensing office. Immunization status was not available to be reviewed.
Corrective Action(s): Please ensure staff have complete files accessible in the facility.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Children's files were not accessible at the time of the inspection. Emergency consent cards were on site for all children with required information with the exception of immunization status.
Corrective Action(s): Please ensure all children have immunization status accessible on file in the facility.

Comments

At the inspection dated August 11, 2021, there were 3 children and 2 staff present. At this inspection, the above contraventions were identified. As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided.

A detailed discussion was had with the staff regarding cleaning, sanitizing and hand washing. All are in place for the facility. Also discussed was to ensure that all staff have access to staff and children's files in the office that was locked this morning. A phone call was had with the licensee during the inspection regarding this. The Licensee did assure that files were complete in the office but at the time of the inspection, they were unable to be reviewed. Children's emergency contacts were available.
