Introduction

An unscheduled follow up inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), and the Child Care Licensing Regulations (CCLR), and the Director of Licensing Standards of Practice (DOLSOP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed one of the planters preventing access to the deck was moved. The hot tub was sufficiently locked however the deck was not made inaccessible as part of the prevention measures. Please include systems into your daily outdoor playground checks to ensure that the deck is made inaccessible and the hot tub latches are checked to ensure they locked.
This was addressed prior to writing of the report.
Corrective Action(s): Please ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: One employee file was reviewed and the criminal record check had expired. Licensee was not aware the CRC had expired.
Corrective Action(s): Please ensure to have current crc on file.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: One employee file was reviewed and the validation of the certificate was missing from file.
Licensing included link to validation form on the registry website in email sent with the Inspection report.
Corrective Action(s): Please ensure to verify early childhood educator or assistant certificates by the systems maintained by the early childhood educator registry.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: The fire extinguishers annual maintenance had not yet been completed at the time of inspection. The licensee had requested the service company come complete the maintenance however they were delayed.
Corrective Action(s): Please ensure to have an emergency plan that sets out procedures to prepare for and mitigate, respond to and recover from any emergencies. Licensee had completed the service prior to the writing of the report.

Comments

Summary of Inspection:
During today’s inspection, 8 children, and the facility licensee present.
At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.

The following was discussed:
BCCDC guidelines for Mask use were reviewed. Immunization records were reviewed.
Discussion of storing complete staff files on site.
During the inspection the evacuation records for the previous years were stored in another area, licensee was able to produce them later.
