Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Live 5210 Program was discussed with manager, Live 5210 resource package left at time of inspection.
Inspection report was reviewed with manager before report was signed and printed.
Licensing would like to thank the staff and children of Burquitlam Childcare for their time and assistance during today’s inspection.

Contraventions
Previous Inspection - Contraventions observed on FIR #KSEY-A39UGW have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12260 - CCLR s.29(c) - To qualify for employment in a community care facility as a responsible adult, a person must (c) have completed a course, or a combination of courses, of at least 20 hours duration in child development, guidance, health and safety, or nutrition.
Observation: During inspection Licensing reviewed staff files and noted that 2 staff do not have proof on file that they have training which covers the topics listed in section 29(c) of the CCLR.

Licensing discussed applying for temporary retentions for these staff persons until proof of 20 hours of training is obtained.
Corrective Action(s): Ensure documentation is on file for all staff showing that they have 20 hours of training in the topics listed in section 29(c) of the CCLR, have an ECE Assistant or ECE certificate to practice in BC

Comments

During inspection children had snack and were engaged in the following activities: creating with Lego, drawing, reading books, playing air hockey and foos ball.

During inspection Licensing noted that there are other activities such as board games and puzzles accessible to children as well.

During inspection Licensing observed staff telling children which activities will be coming next to give them time to transition.

Licensing also observed staff getting down to child level to discuss activities and/ or to assist with problem solving.
