Introduction

Routine Inspection Report

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (C.C.A.L.A.), the Residential Care Regulation (R.C.R.), and the relevant Director of Licensing Standards of Practice (D.L.S.P.). Evidence for this report was based on the licensing officer's observations, review of the facility records, and information provided by the facility staff at the time of inspection.

The following areas were reviewed:

- Nutrition and Food Services

- Records and Reporting

As part of this routine inspection a facility risk assessment tool is completed. The risk assessment includes contraventions identified during the routine inspection, and a 3 year historical review of the facility's compliance and operation.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31580 - RCR s.30(a) - A licensee must ensure that all bathrooms have (a) a door, equipped with a lock that can be opened from the outside in the case of an emergency.
Observation: During inspection of the physical facility, a washroom was observed to not have a lockable door. This washroom was located in the hallway and is used by all the persons in care.
Corrective Action(s): Please ensure the identified bathroom is equipped with a door lock that can be opened from the outside in case of an emergency.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31780 - RCR s.35(2)(a) - A licensee must ensure that laundry facilities (a) if used by persons in care, have a slip resistant floor surface.
Observation: During inspection of the laundry room, it was confirmed that persons in care are accessing this room and independently using the facilities. A non slip mat or slip resistant floor surface was not in place in the laundry room.
Corrective Action(s): Please ensure a non slip floor surface, such as a non slip mat, is in place in the laundry room. It was discussed that a non slip mat placed in front of the machines would ensure person in care safety.

CARE AND/OR SUPERVISION: 34760 - RCR s.81(4)(b)(ii) - A licensee must ensure that (b) each care plan is reviewed and, if necessary, modified (ii) if there is no substantial change in the circumstances of the person in care, at least once each year to ensure it continues to meet the needs and preferences, and is compatible with the abilities, of the person in care who is the subject of the care plan.
Observation: In review of the recovery care plans, for 1 person in care, the plan was last dated as being reviewed in 2019.
Corrective Action(s): Please ensure that all the recovery care plans are reviewed at least once each year if there is no substantial changes in the circumstances of the persons in care. Please ensure that the plans are dated to confirm that a review has taken place.

HYGIENE AND COMMUNICABLE DISEASE: 35020 - RCR s.49(1) - A licensee must require all persons admitted to a community care facility to comply with the Province's immunization and tuberculosis control programs.
Observation: In review of the health care records for 2 new admissions, it was noted that a TB screening as required by the current 'Tuberculosis Testing and Immunization Guideline in Adult Residential Care' had not yet been completed.
Corrective Action(s): Please ensure that all persons admitted to the care facility comply with the Province's immunization and TB Control Program.

RECORDS AND REPORTING: 39310 - RCR s.81(1) - If a person in care is admitted to the community care facility for a period of more than 30 days, a licensee must ensure that a care plan for the person in care is made in accordance with this section within 30 days of admission.
Observation: In review of the health care records for 2 persons in care that were recently admitted, it was noted that a recovery care plan was not in place. The 2 persons in care have been in care at the facility for more than 30 days.
Corrective Action(s): Please ensure that a person in care admitted for more than 30 days has a care plan in place.
