Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP).All care categories were inspected for compliance.

Observed Violations
STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Two out six staff files were missing evidence of reference checks. Manager stated a voice mail was left for these references to call back but haven’t heard back from them yet. She was planning to follow up with them this week. Licensing offered education that the staff can provide additional references if the Manager is unable to contact the references in staff file.
Corrective Action(s): Ensure character references are obtained and verified for each employee before they start employment.

Comments

At the inspection dated February 7, 2022 there was twenty one children and six staff present. At this inspection the above noted contraventions were identified. Licensing conducted a walk-through of the entire facility.
The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer by February 14, 2022. The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The inspection report was written off-site – details were reviewed with the Manager prior to writing the report. A copy of the routine inspection report and risk assessment sent to manager via email on February 9, 2022. Total time includes writing report in TriCities Health Protection office.
