Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care Assisted Living Act (CCALA) and the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The temperature was taken in the fridge located in the infant and toddler classroom registered at 9 degrees Celsius. The fridge appears to not be working at capacity and shows signs of rust and wear. The manager stated it was likely from the 1990's. The fridge is used to store the milk provided to infants and toddlers. The toddler lunches are also stored in this fridge but most have cold packs to keep them cold. The second fridge located in the group childcare room also had a temperature reading of 8 degrees Celsius
Corrective Action(s): Ensure that the equipment is in good repair while children are in attendance.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Daily attendance records show that on several days in all 5 classrooms departure times were not recorded.
Corrective Action(s): Daily attendance records must be complete

Comments

At today’s inspection there were 54 children and 14 staff present. Licensing conducted a walk through of the entire facility.
At this inspection the above noted contravention was identified. The Licensee will take action to bring the facility into compliance and provide a written response to the Licensing Officer by April 7, 2023. The Licensing Officer will review the response.
As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report. The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.
The contents of the inspection report was reviewed onsight with the licensee prior to the inspection report being written on-site; therefore, no signature attached. A copy of this report will be emailed to the manager on April 7, 2023.
The Licensing Officer met with the manager and discussed the following:
Cleaning Procedures and resources regarding sanitization - resources to be provided
First Aid kit contents - resources to be provided
Change Table to be removed from the infant toddler room and a new toileting routine/schedule to be proposed.
